Government data coverage
What free public property data Lotline can pull, state by state — and what it can't.
Lotline is transparent about where its numbers come from. Across 14 states plus federal sources, we mapped 74 real government and open-data endpoints. The honest split: assessor / parcel open data (ArcGIS REST, Socrata, CKAN, bulk CSV) and some tax-sale lists are free and automatable. The distress data investors actually want — foreclosure notices (NOD/NTS/trustee sales) and probate — is almost everywhere free but per-county / human-only or paid-only. There is no free statewide API for foreclosures or probate in any state we researched. We won't pretend otherwise, and we don't run per-county scrapers behind your back.
Look up a live government record
This box actually fetches. Enter a street address in Cook County IL (Chicago), Los Angeles County CA, Maricopa County AZ (Phoenix), or Miami-Dade County FLand Lotline queries that county's free open data live — real owner, assessed value, and parcel. No key, no scraper. Outside these counties it honestly returns nothing. (California law strips owner names from every public endpoint, so LA records show value + parcel only; Miami-Dade's 2026 assessed value is unpublished until the fall roll.)
California
58 independent county assessor/recorder/court/tax-collector shops — no unified anything. LA County parcel + assessed value is LIVE-wired in Lotline via the Assessor portal API (owner name legally absent statewide — Gov Code §7928.205). Free & automatable = county assessor open data (LA County + DataSF are the gold standard) plus tax-defaulted auction lists. NOD/NTS foreclosure notices and probate are free but human-only (ToS/CAPTCHA/per-county); deduped statewide distress + owner phone are paid.

| LA County Assessor Portal API (search + parceldetail)Live — wired | Assessor / parcel | LIVE-WIRED in Lotline: address → AIN via /api/search, then /api/parceldetail returns current-roll land + improvement assessed value, base year, use type, sqft, year built. Queried by address at /api/gov-record. | REST API · auto | LA County (2.4M parcels) | Keyless and fast (~0.3s/call) but undocumented/internal to the Assessor web app — can change without notice. OWNER NAME and MAILING ADDRESS are NOT returned by ANY keyless CA endpoint (Gov Code §7928.205): you get parcel + assessed value + sale history, never who owns it by name. |

Annual (~August) refresh. |
| CA State Controller — Public Auctions & Bidder Info | Tax sale | Statewide directory linking all 58 county tax-collector tax-defaulted auction pages (RTC 3691/3700.5/3702) | Search UI / PDF · manual | CA-wide (index only) | Index, not data — SCO hosts no parcel lists. Tax-DEFAULTED only, NOT mortgage NOD/NTS. |

Bidding needs deposit. |
| Riverside County — Power-to-Sell Inventory | Tax sale | ENTIRE county tax-defaulted inventory as .xlsx + .pdf + public ArcGIS webapp | Bulk file · auto | Riverside County (gold-standard format) | File URL is date-stamped and changes yearly — re-discover each cycle, don't hardcode. |

Texas
County-appraisal-district (CAD) state, 254 CADs, no statewide roll API. Free & automatable = large-county CAD ArcGIS Hub/REST (Harris, Tarrant, Collin, Fort Bend, Travis) with parcels+owner+value, plus TxGIO statewide bulk parcels and the sparse-but-real data.texas.gov Socrata portal. Florida
Strong open-data state: Miami-Dade's Property Appraiser FeatureServer (owner + folio + mailing address by address) is LIVE-wired in Lotline, a single statewide ArcGIS FeatureServer covers all 67 counties' parcels+owner+value, and the DOR NAL/SDF flat files give statewide SALE PRICES for free. But the distress layer — Clerk foreclosure/probate dockets and RealAuction tax-deed/foreclosure auctions — is per-county human-only or ToS-gated.

Queried at /api/gov-record. | ArcGIS REST · auto | Miami-Dade County (~900k parcels) | HONEST GAP: ASSESSED_VAL_CUR is currently null county-wide (the 2026 roll certifies in fall), so assessed value comes back null today — the only money figure is the last SALE price. Address match is a literal uppercase LIKE prefix (numeric streets, e.g. '8950 SW 74 CT'); a wrong street type returns zero rows, never a guess. |

One of the strongest: a genuinely statewide standardized parcel feature service (all 100 counties) queryable via ArcGIS REST and downloadable as bulk CSV/GeoJSON/Shapefile. Foreclosure/probate is the weak column — eCourts Odyssey portal is human-only, bulk court data is a paid AOC agreement.

Arizona
Maricopa County is the single strongest free source in the Southwest: the Assessor GIS ArcGIS parcel layer (owner + APN + mailing + Full Cash Value, keyless) is LIVE-wired in Lotline, plus free bulk ZIP/CSV downloads. AZ is a tax-lien state with per-county CP lists, and trustee-sale (non-judicial foreclosure) reports are published as scrapeable HTML by trustee law firms. | Michigan GIS Open Data (statewide ArcGIS Hub) | Open-data portal | Statewide geospatial datasets; parcel/ownership largely delegated to county hubs | ArcGIS REST · auto | Statewide portal (parcel data is per-county) | Owner-level parcel data is NOT centralized here — go to county hubs. |
| Michigan county parcel ArcGIS hubs (Macomb, Barry, Jackson) | Assessor / parcel | Parcel polygons + owner/assessment attributes per county via ArcGIS REST /query + CSV/GeoJSON export | ArcGIS REST · auto | Per-county (each hosts own hub) | Not every MI county publishes owner attributes openly; some require purchasing the assessment roll. Verify each county's layer. |
| Wayne County (Detroit) MI Treasurer — Tax Foreclosure | Foreclosure | Forfeited/tax-foreclosed property lists, delinquent tax lookup, annual auction inventory | Search UI / PDF · manual | Wayne County | HTML/PDF lists, per-parcel lookup; no official API. Auction hosted by third parties (Regrid resold the data, paid). |

Pennsylvania
All 67 counties are autonomous; PASDA aggregates whatever counties contribute. Allegheny County (Pittsburgh) is best-in-class: WPRDC's CKAN datastore API gives full assessments + a foreclosure-filings dataset, plus free ArcGIS parcel layers. Sheriff/upset/judicial tax sales are per-county human-only (phila.gov, Bid4Assets, county Tax Claim Bureaus).

| WPRDC — Allegheny County (Pittsburgh) Property Assessments | Assessor / parcel | Full parcel characteristics: land, values, sales, abatements, building characteristics + a Mortgage Foreclosure Records dataset | CKAN API · auto | Allegheny County | Best-in-class PA county — CKAN datastore_search / _sql + bulk CSV. Foreclosure dataset = court filings, not a live sheriff list. |
| Allegheny County PA GIS Open Data (ArcGIS) | Assessor / parcel | Parcel boundaries + property viewer (owner, link to Real Estate site) via ArcGIS REST FeatureServer | ArcGIS REST · auto | Allegheny County | Free spatial layers; the packaged 'Real Estate Data CD' ($50) is a legacy convenience — unnecessary given free WPRDC. |
| PASDA — Pennsylvania Spatial Data Access (statewide) | Open-data portal | Statewide open catalog incl. county parcel datasets (tax billing/assessment), addresses where counties contribute | ArcGIS REST · auto | Statewide catalog (parcel data per-county contribution) | All 67 counties are autonomous — PASDA aggregates what counties share; not every county's live owner data is here. |
| PA county Upset & Judicial Tax Sales (Tax Claim Bureau) | Tax sale | Upset (2+ yr delinquent) & judicial free-and-clear sale property lists under PA Real Estate Tax Sale Law | Search UI / PDF · manual | Per-county Tax Claim Bureau | HTML/PDF lists, usually annual; no statewide API; some use Bid4Assets/GovDeals for the actual auction. |
| Philadelphia Sheriff / Tax & Lien Sales | Foreclosure | Mortgage (sheriff) sales + tax-delinquent lien sale property lists, opening bids (auctions on Bid4Assets) | Search UI / PDF · manual | Philadelphia County | HTML/PDF listings; no official gov API — auctions delivered through the Bid4Assets vendor UI. |

Federal / National
The free national layer is narrow but real: government REO listings (HUD/Fannie/Freddie/USDA/VA) are browsable but ToS-gated with no API; federal geospatial/reference data (data.gov, Census TIGER + Geocoder, OpenFEMA flood, OpenAddresses) is genuinely free and API-first. Nationwide parcel+ownership is NOT free at scale (Regrid/ReportAllUSA free tiers are view-only), and deduped national foreclosure/probate/skip-trace has no free source at all.

| Data.gov catalog (CKAN API) | Open-data portal | Federal dataset catalog linking thousands of agency datasets incl. some parcel/property/flood layers | CKAN API · auto | National index (underlying data varies) | A catalog, not a parcel database — quality/freshness depends on the source agency. |
| Census TIGER/Line + Geocoder API | Open-data portal | Nationwide boundaries (blocks, tracts, roads, county lines, address ranges) + free Geocoder REST (batch up to 10k) | REST API · auto | National | TIGER has NO parcel polygons and NO ownership — boundaries/roads/geocoding only. Not a substitute for assessor parcels. |
| OpenFEMA + National Flood Hazard Layer | Open-data portal | Flood zones (NFHL), disaster declarations, NFIP claims/policies — REST/JSON API + bulk CSV + ArcGIS REST | REST API · auto | National | Risk/overlay data, not ownership — enrich a parcel list, don't build one from it. (Lotline already wires FEMA flood zones.) |
| OpenAddresses | Open-data portal | Open address points aggregated from government sources (lat/lon + street address, sometimes parcel id) | Bulk file · auto | Wide but uneven (rural gaps) | Addresses only — no ownership or valuation; coverage gaps in rural counties. |
| County Assessor / GIS ArcGIS REST (per-county pattern) | Assessor / parcel | The backbone: parcel polygons + APN + owner + mailing + assessed value from ~thousands of county FeatureServers | ArcGIS REST · auto | Per-county (~3,000, each its own endpoint/schema) | NOT statewide-uniform — some counties omit owner, some block paging, some have no GIS. Heavy per-county normalization; a scraping project, not one API. |
| Government REO — HUD HomeStore / Fannie HomePath / Freddie HomeSteps | Foreclosure | Government foreclosure REO homes for sale (case #, address, list price, bid deadlines) | ToS-gated · manual | National (small, volatile inventory) | ToS-gated, human-only, no official public API. REO only (already-foreclosed), not pre-foreclosure/NOD lead data. |
| County Recorder / Clerk foreclosure (NOD/NTS/lis pendens) | Foreclosure | Notices of Default, Notices of Trustee Sale, lis pendens, sheriff/trustee sale lists | Search UI / PDF · manual | Per-county, wildly inconsistent | Exactly the data NOT deduped or nationally aggregated for free — every county differs, many are PDF/legal-notice only. |
| Probate court records (per-county / some state portals) | Probate | Probate/estate filings: decedent, case number, petitioner, sometimes real property | Search UI / PDF · manual | Per-county, no national free source | Human-only in nearly all jurisdictions; almost none expose an API/bulk export. Fresh probate + heir contact is the hardest free-data problem. |
Needs a paid source in Federal / National
- Deduped NATIONAL foreclosure NOD/NTS/lis-pendens/auction feed — no free national source → PropertyRadar (~$59/mo), PropStream (~$99/mo), ATTOM/CoreLogic/BatchData
- Fresh NATIONAL probate filings + heir/petitioner contact — no free source → ProbateData (~$147/mo), CoreLogic
- Owner phone/email skip-trace — no free/legal bulk source → BatchData / PropStream / DealMachine (pay-per-lookup)
- Nationwide standardized PARCEL + OWNERSHIP as one API/bulk feed → Regrid ($25K-$65K/yr) or ReportAllUSA ($1.99/record); free tiers are view-only
- Institutional AVM / mortgage / lien nationwide → ATTOM / CoreLogic enterprise APIs
- Government REO as a clean API — no official API exists; only ToS-gated human browse
The bottom line. Paid aggregators (PropertyRadar, ATTOM, DataTree/First American, Regrid, ReportAllUSA, CoreLogic) exist because they normalize this fragmented per-county mess into one API — you pay for the normalization, not for otherwise-secret data. The raw pieces above are genuinely public. Where Lotline can pull them free and cleanly, it does; where the only honest path is a paid feed or a per-county human search, we say so on this page rather than fabricating coverage.
Sourced from research/US_PROPERTY_DATA_SOURCES.md and research/CA_PROPERTY_DATA_SOURCES.md. Every source links to its real government or open-data endpoint. Four county sources are live-wired — Cook County IL (Chicago), Los Angeles County CA, Maricopa County AZ (Phoenix), and Miami-Dade County FL, all fetched on demand by the lookup above and refreshed daily by a polite cron. Every other row is a directory entry (per-county / not yet wired), and all distress data (foreclosure notices, probate) stays per-county or paid. See our terms & disclaimers.
